I'm doing this using photofiltre it might work in other programs but i suggest using photofiltre =]
Ok go to your photofiltre and go to file>open. choose the image you want.
This is the image i'm going to use.



Ok now go to adjust>color balance. adjust the cyan/red to 23%, magenta/green 36%, and the yellow/blue to 81%, then click ok
now go to adjust>gamma correct and make the level 0.50 and the channel should be on Alls then press ok
now go to adjust>brightness and contrast and change the levels. change the brightness to 25% and change the contrast to 100% and change the channel to yellow then click ok
your almost finish just a few more steps. go to adjust>brightness and contrast again and change the channel to blue, change the brightess to -22% and change the contrast to 20% click ok
and your done your picture should look something like this
